Located in Central Luzon, New Clark City (NCC) is at a confluence of industry and agriculture with existing infrastructure and connectivity to Manila and rest of the Philippines.

With favorable location in the region and appropriate distance from Metro Manila, NCC is poised to become the next big metropolis.

A network of open spaces forms the bond between diverse mixed use districts, all served by public transport, housing and industries form the other layers of the district.

A destination where nature, lifestyle and business, education, and industry converge into a global city based on principles of sustainability.

On behalf of the Metro Clark Waste Management Corporation (MCWM) BNE is responsible for the proposed Waste Management master plan for the area. It includes the Waste collection, transport, recycling, utilization of high calorific fractions as fuel for a integrated power plant (Waste to Energy) and the final disposal of residuals. This at MCWM’s already existing state of the art sanitary landfill, which is located within the area of the NCC.

A proposal to provide a state-of-the-art, international standard solid waste management (SWM) system for the New Clark City (NCC). The NCC is being developed by the Bases Conversion and Development Authority (BCDA) on behalf of the Government of the Philippines (government).

The proposed SWM project is based on five cornerstones of development:

  • A modern environmentally sound SWM strategy, prioritizing waste avoidance.
  • An international-standard municipal solid waste (MSW) waste collection system.
  • A centralized recycling facility that efficiently segregates both high-calorific and high-value recyclable materials.
  • A state-of-the-art secondary fuel combined heat and power plant (CHP) to generate renewable energy for the city.
  • A sanitary landfill facility, complete with international-standard engineered environmental protection systems, that will serve the NCC and Central Luzon for at least 50-years.

The SWM system will serve the entire NCC area, and in addition, will provide MSW transfer, treatment and disposal services to selected LGUs throughout Central Luzon.  Project benefits include:

  • A SWM system with a lifespan of at least 50-years.
  • State-of-the-art, industry-proven technologies.
  • A significantly reduced carbon footprint for the city.
  • A renewable energy supply of up to 35MWel.
  • An established and accepted tariff system and revenue stream.

The Philippines is one of Asia’s most dynamic and fastest growing economies.  Crucial to sustaining this level of growth is the development of its economic regions, notably the Central Luzon region, located immediately to the north of Metro Manila.   Currently, the industrial sector dominates the regional economy followed by services and agriculture.

One of the Philippines most challenging projects is to develop the NCC, a totally new 9,450-hectare, green, climate resilient and inclusive metropolis within the CSEZ.   Destined to be the nation’s first truly smart and sustainable city.  Its key economic foci will include agroindustry, education, information communication technology (ICT) and tourism. Once built, the NCC’s population will be up to 2 million people.

The project will upgrade the existing Clark Solid Waste Management system currently being operated by MCWM to a ‘next-generation’ system, transitioning the focus of the existing system from landfilling to high-technology recycling and renewable energy generation. This will be achieved by developing an advanced centralized recycling facility at the waste management center, which will segregate materials for recycling or processing into secondary fuel.  

The secondary fuel will then be utilized as the primary feedstock for a secondary fuel CHP, which will generate up to 35 megawatt of electrical renewable energy (35MWel) for the NCC. The system will result in at least a 70% decrease in the amount of residual waste disposed of at the landfill: substantially extending its life and reducing landfill leachate and landfill gas emissions by virtually eliminating the disposal of organic waste in the landfill.

The project introduces globally recognized best practice SWM technologies that will allow the MCWM MSW (Municipal Household Waste) to fully meet internationally recognized environmental standards.  The MSW collection system for the NCC will include enclosed bins and containers, most being suitable for automatic emptying, and modern and efficient collection vehicles that will meet euro compliant emission standards.

The system also provides for the transfer of MSW from the selected LGUs to the waste management center. The recycling facility and the secondary fuel CHP will be designed and constructed by globally recognized manufacturers.  The landfill has incorporated state-of-the-art engineered environmental protection systems throughout its life that meet European standards, and has an exemplary record of environmental compliance. It comprises an above-ground waste pile, which will be continually expanded up to its completion and closure during or beyond the year 2070.
